This month OYCR takes over the State Advisory Committee on Juvenile Justice & Delinquency Prevention as part of ongoing transition with the California Board of State and Community Corrections (BSCC) to assume ownership of the Title II Formula Grants Program and, by January 1, 2025, all existing Juvenile grants will be transferred to OYCR.
The California's State Advisory Committee on Juvenile Justice & Delinquency Prevention (SACJJDP) is made up of Governor-appointed subject matter experts who are committed to enhancing the quality of life for all youth in California.
Its mission is to serve the Governor, the Legislature, and the people of California by promoting effective juvenile justice policies and programming in compliance with goals set forth in the Juvenile Justice and Delinquency Prevention Act. Its Core Values are as follows: Strategy – a coalition of knowledgeable stakeholders and communities, current or former wards, and local elected officials; Advocacy – a plan to prevent juvenile crime while providing treatment and rehabilitation for juvenile offenders; and Compliance – a means of monitoring program compliance and ensuring adherence with the core protections of federal law. We are pleased to move forward into this next phase of fulfilling the mission and vision of SB823. In the coming months we will be creating the staffing and infrastructure needed to meet the new oversight responsibilities and look forward to sharing our progress at our CWC Youth Justice Committee meetings and in future newsletters.

Restorative Justice Case Study: Reedley Peace Building Initiative
In the city of Reedley, community agencies, like the Reedley Police Department and Kings Canyon Unified School District, have come together to propose new and accountable solutions to address rising juvenile crimes in the community. As a result, the Reedley Peace Building Initiative (RPBI), established in October 2011 as a voluntary pre-arrest restorative justice process, has addressed juvenile criminal offenses by holding youth offenders accountable, providing space for them to reconcile with victims, and, through ongoing support, ensuring those youth remain out of the criminal justice system.
Between 2011-2023, only 7% of RPBI youth offenders have been arrested post-RPBI’s restorative justice process - this accounts for 78 total arrested youth/adults who have entered the criminal justice system out of 1,043 youth offenders referred to RPBI. Fifty-seven of those arrested completed the restorative justice process resulting in a recidivism rate of 5.5% for a success rate of 94.5%. Learn more about Reedley's Restorative Justice Program.
OYCR is the New Designated State Agency for Federal Title II Grants and Compliance Monitoring
OYCR is undergoing a transition with the California Board of State and Community Corrections (BSCC) to assume administration of the Title II Formula Grants and Compliance Monitoring Program with a January 1, 2025 deadline for all existing juvenile grants to be transferred to OYCR.
OYCR is actively engaged with BSCC to ensure a smooth transition and continuity of services, payments, and technical assistance for all grantees and facilities within our state that fall within the realm of our compliance monitoring oversight.
